信用就是金钱！海关力推aeo信用体系稳外贸-九游平台

 新华社北京6月2日电（记者刘红霞）做外贸老被海关查验？可能是企业信用不“给力”。记者2日从海关总署了解到，“经认证的经营者”（aeo）高级认证企业平均查验率为0.57%，失信企业的查验率则高达84.76%。

 aeo制度由世界海关组织倡导，旨在通过海关对守法程度、信用状况和安全水平较高的企业进行认证，给予企业通关便利。不同国家海关之间可以通过aeo互认，给予对方符合资质的企业相关便利。

 海关数据显示，截至今年5月底，全国海关共认定3236家高级认证企业，25624家一般认证企业，142.44万家一般信用企业，6788家失信企业。

 认证级别不一样，查验比率大不同。以2019年为例，高级认证企业进出口平均查验率为0.57%，分别比一般认证企业（1.69%）和一般信用企业（2.44%）低66.27%和76.64%。而失信企业的查验率则高达84.76%，基本上是票票查验。对企业而言，查验越频繁，意味着成本越高。

 值得一提的是，海关信用认证并非“一动不动”。海关数据显示，2019年全国海关共向上调整企业信用等级1175家次，向下调整企业信用等级7531家次。企业信用等级“能上能下”，意味着守信表现不能“时好时坏”。

 据了解，中国海关已经签署15个aeo互认安排，覆盖42个国家和地区。中国与aeo互认国家和地区进出口总值已经超过中国进出口总值的50%。大部分aeo企业在境外的通关查验率有明显降低。

 “我们还将继续深化‘放管服’改革，以加强信用监管为着力点，以企为本，由企及物，创新监管理念、监管制度和监管方式。”海关总署企业管理和稽查司司长胡东升说，根据企业信用等级实施差别化的信用监管，对诚信守法者“无事不扰，一路绿灯”，对失信违法者“利剑高悬”，使其“寸步难行”，进一步助力做好稳外贸工作。
